EXECUTIVE ORDER 2011-03

ORGANIZING THE CITY PEACE AND ORDER COUNCIL, DEFINING ITS ROLES AND FUNCTONS, AND STRENGTHENING ITS MEMBERSHIP


WHEREAS, peoples empowerment in peace keeping and public safety efforts are important support to law enforcement and the criminal justices;

WHEREAS, the City Peace and Order Council is one formal structure in government where community participation and involvement could be tapped and optimized to support their local leaders to assess and solve the local peace and order problems and concerns;

WHEREAS, self-reliance is the key to enhancing the capability of local governments in the improvement of local conditions including peace and order;


WHEREAS, a favorable peace and order condition in local communities translate to a sense or a shared feeling of security that creates an atmosphere where true and genuine development grows;

WHEREAS, Tabuk, being a newly converted city needs to establish a favorable environment for investments and economic activities to grow and develop;

WHEREAS, there is a need for a special body that helps assess and evaluate the peace and order situation and advice the local officials on how to contain criminality and other terroristic activities which the City Peace and Order Council can do;


NOW, THEREFORE, I, FERDINAND B. TUBBAN, by virtue of the powers vested in me by law, do hereby create and organize the City Peace and Order Council:

Section 1. COMPOSITION. The City Peace and Order Council shall be composed of the following:

POWERS & FUNCTIONS:

1. Formulate plans and recommend measures which will improve peace and order and public safety.
2. Monitor the implementation of peace and order programs and projects within Tabuk City.
3. Make periodic assessment of the prevailing peace and order situation in Tabuk City.
4. Receive complaints against government personnel, civilian or military and endorse the same to the agency concern.
5. Perform all other functions assigned by the Chairman or as may be provided by law

1.2 SECRETARIAT: The Secretariat shall be composed of the following:

POWERS & FUNCTIONS:



Prepare executive plans and projects integrating therein the plans and activities of the barangay.
Implement and monitor the CPOC Operations.
Provide forum for inter-agency dialogues.
Assist in the conduct of research and evaluation activities
Take actions on matters relating to peace and order within their scope of authority


Section 2. Schedule of Meetings. The City Peace and Order Council shall meet and convene every first Tuesday of the month.



Section 3. EFFECTIVITY. This executive order shall take effect immediately.
